This publication analyzes the state of Colombia’s Monitoring, Reporting, and Verification System for emissions from the mining-energy sector, with an emphasis on the coal sector. The document reviews the regulatory framework, the structure of the MRVme, its indicators, existing progress, and experiences from other countries in order to identify opportunities for improvement. It also offers recommendations to strengthen the monitoring of mitigation measures, improve emissions estimation methodologies, coordinate the MRVme with the national system, incorporate social indicators, and reinforce validation and verification processes.
